The ecu uses tables and maps to either look up values for input or cross reference those values to look up values on another map.
The maps and tables that you have posted gives feedback to the ecu. This is how it knows whats to do during idle.
Load values can change during idle conditions. If the air conditioner is on at idle the ecu increases rpm. That changes the load. Also if the car is idling and the coolant temp goes up, the fan cuts on. These lookup gives the ecu what it needs to manage everything while the engine is running idle or not.
The values you listed are linked to the way the engine components are designed and really shouldn't need modification. If you are redesigning the engine. Throttle body, cooling system fans,pump ect.. then maybe you can use them.
As a tuner, you need to only change the main components of performance Air, Fuel, Fire.
Air - intake, boost
Fuel - injector size and control, fuel map (amount of fuel delivered)
Fire - ignition timing
These are the basics that you need. I would not bother any of the other map for now at least.
